The Federal Commission on Regulatory Improvement (COFEMER) was created, in the year 2000, to promote transparency in the design and implementation of regulation, and that the latter produce benefits exceeding its costs and the maximum benefit to society.

In this regard, COFEMER stands as a governmental body engaged in advisory, oversight and advocacy functions on regulatory reform matters.
